報告摘要🧖：This seminar will review a number of related studies on climate change adaption in the context of the port industry, when alternative policy and management strategies are available in the presence of incomplete information. Specifically, we will examine port adaptation tools such as subsidy policies on transport facility’s adaptation to climate-change related disasters under the government’s incompleteness and ambiguity of disaster information. Transport facility is considered in a vertical structure with an upstream facility operator and a few downstream carriers. The exact probability of disaster damage level is privately known by the facility operator, while the government has incomplete information and only knows the probability distribution with ambiguity. The implications of competition, port service product differentiation, information asymmetry and risk aversion will be discussed in alternative market settings.

報告人簡介😊🧗🏿‍♂️：符嘯文博士是香港理工大學工業與系統工程系教授，工程凯捷副院長👱。他的主要研究方向為運輸經濟與管理，涵蓋的領域包括競爭政策和政府管製，生產率比較計算🚵，運輸需求模型和產業組織研究等。這些研究的主要對象包括航空和航海產業🧖。符教授是超過20個課題的主負責人🍪，研究方向包括生產率研究🧙🏻，網絡規劃發展🧘‍♀️，航空公司機場垂直協議⚠，企業競爭，產品差異化研究🏄🏻‍♀️，運輸需求分析，開放天空和航空自由化等。符教授至今發表了近100篇期刊論文，主編了7個期刊特刊。他是Case Studies on Transport Policy期刊的主編，多個期刊的編委，同時是系列書籍 “Advances in Airlines Economics” (Emerald) 的副主編和該系列第7卷的主編。符教授給多個企業和政府組織提供了咨詢🦇，包括波音（商用）飛機🚛，新西蘭商業委員會，澳大利亞競爭和消費者委員會，加拿大英屬不列顛哥倫比亞省運輸部，澳大利亞競爭法庭，香港運輸及房屋局，日本鐵道🤌，香港民航局，大灣區航空，國際經合組織等👕。他是香港理工大學行為與知識工程研究院總監，國際航空運輸研究協會（科研）副主席，英國航空研究所（科研）副主席🙏、國際運輸會議航運經濟和政策學部創始主席，聯合國貿易和發展會議產能指數技術和統計工作組成員，香港地方誌專家小組（航空卷目）成員，悉尼大學商凯捷榮譽教授。
